Petula Workman

Division Sr. Vice President, Compliance Counsel | Gallagher

Ms. Petula Workman, J.D., CEBS, is Division Vice President, Compliance Counsel, of the Legislative Compliance Consulting Practice within the Benefits and Human Resources Consulting division of Gallagher. She is responsible for developing compliance resources and tools, and educating clients on how to interpret and address complex legislative requirements affecting employee benefits. Petula’s broad experience in legislative and regulatory matters includes expertise in PPACA, HIPAA, including Privacy and Security, and day-to-day compliance issues.

Petula is a frequent speaker at industry events on topics ranging from healthcare reform, to HIPAA Privacy and Security, and wellness programs. She has appeared at client seminars and events held by the Society for Human Resource Management (SHRM) and the International Society of Certified Employee Benefit Specialists, as well as C.P.A. and other industry-related organizations. Petula graduated from the University of Texas in Austin with a B.A. from the Plan II Honors Program. She received her Juris Doctor from the University of Houston Law Center and is a Certified Employee Benefit Specialist (CEBS).

Jana Bixby

Jana Bixby manages the Research and Publications department, part of Multinational Benefits & Human Resources practice within Gallagher’s Benefits & HR Consulting Division. Jana has 8 years of experience with global employee benefits.

Her team is responsible for the production of global employee benefits information system GVISOR™, a core offering of the Multinational Benefits & Human Resources practice, informing and educating multinational employers about global employee benefits developments to keep them compliant, current, and competitive. In addition to producing GVISOR™, Jana’s team focuses on customized technical research and guidance regarding global employee benefits to support clients as well as the Multinational Consulting team. As part of the Gallagher Better WorksSM approach, the Research and Publications department also publishes Global White Papers on recent global employee benefits trends and topics of interest regarding organizational wellbeing.

Jana serves as a program lead and speaker at the IBIS Institute - core knowledge certificate training program for global benefits managers and global human resource professionals. IBIS Institute is part the annual IBIS Academy, the most prestigious and longest-running international HR conference in the world.

Prior to joining Gallagher, Jana worked as a journalist for the Slovak News Agency (TASR) in Bratislava, Slovakia. Jana holds an MA in political science from University of Vienna, Austria. In addition to English, Jana is fluent in Slovak, German, Czech, and Swedish. In May 2019, Jana published a Global White Paper on trends pertaining work and family policies around the world.
