The Legislative Process

Agenda Setting
Legislation begins with a process of agenda setting in which lawmakers identify a problem they believe can be solved through legislation. They can identify these problems through talking with constituents, stakeholder groups (such as associations), the news media, or through conversations with other lawmakers.
